Doucet provided civil engineering, design and permitting services for various AutoZone retail stores in Massachusetts. In addition, Doucet has continued to represent them through local Planning Board and Conservation Commission processes. Doucet assisted the client in obtaining building permits for the following stores: Springfield, MA - 5,400 square foot store located along State Street. Rockland, MA - 6,100 square foot store located along Market Street. Bella Fortuna

Austin, TX

Bella Fortuna is a 157-acre residential subdivision located about a mile southeast of I-35 and Onion Creek Parkway along Bradshaw Road in the city of Austin's extraterritorial jurisdiction. Bella Fortuna includes the construction of 530 single-family home sites in five phases, a 3-acre commercial site, and 46 acres of parkland with a 1.5-mile trail network connected to the Onion Creek regional trail plan. As project manager and senior civil engineer Davood is overseeing the entire design and permitting for Bella Fortuna. The project includes a Public Improvement District, or PID with additional community benefits which were unanimously approved by the Travis County commissioners Court per a set of two agreements with the new landowner, Brohn Homes. The public improvements include water quality and detention ponds that meet the county’s updated floodplain standards; approximately 6,100 linear feet of wastewater main with wastewater service provided by Austin Water Utility; a 2,400-foot collector road called Bella Fortuna Drive running east-to-west, providing a future connection to Pleasant Valley Road and the I-35 frontage road; and two neighborhood parks and approximately 10,600 feet of hike-and-bike trails that will be open to the public. In addition to the PID improvements, Bella Fortuna includes subdivision roadways and all other infrastructure required for this subdivision. Davood is supervising the entire design and permitting process of this project. Phase 1 and Phase 2 plats have been recorded. The project team is currently working on the plating of future phases. Phase 1 construction was completed just recently and phase 2 construction is scheduled to begin in the Spring of 2021.

Big Sky Ranch

Dripping Springs

Big Sky Ranch is a single-family, master-planned community spread across 200 acres, adjacent to Founders Park. The proposed development includes 773 residential lots, a private amenity center, parkland that includes a 4-acre expansion of Founders Park, and undisturbed open space. Phase One is approximately 70 acres and includes 256 residential lots. The project also includes upgrading Founders Park Road and adding turn lanes on RR 12, both of which will be constructed concurrently with Phase One. The development is located in the Edwards Aquifer Contributing Zone and will comply with TCEQ water quality regulations. Construction on Phase One started in January 2019 with full build-out anticipated by 2026.

Doucet was responsible for initial contract negotiations, client relationship management and design oversight on a multi-building retail development containing a Walgreen's store and a Starbuck's Coffee shop located on 5.147 acres in Bulverde, TX. Since the project site is over the Edward's Aquifer Recharge Zone, close coordination with TCEQ, GBRA, the City of Bulverde and TxDOT were key to the success of this project.

Calabria Office & Retail Development

Bee Cave, TX

Engineer for the Calabria Office and Retail Development, which is part of the 26-acre Uplands Village development that provides over 30,000 SF of retail and office space. The site preserved large oaks and incorporates limestone rock walls and tree wells to blend into the landscape and courtyard area. This site is located in the Contributing Zone of the Edwards Aquifer, an environmentally sensitive area that is strictly regulated by both the State of Texas and the ordinances of the Village of Bee Cave. For this reason, the design included a low impact site with only a 58.6% impervious cover. A reirrigation system was designed to provide a high water quality treatment.

Dam Engineering: City of Austin Stormwater Pond Safety Program

Austin, TX

The City of Austin owns and maintains at least 63 high hazard dam structures across the City. State and City dam safety criteria require these high hazard dams to be able to safely pass the Probable Maximum Flood (PMF) without failing. Our project team performed preliminary design assessments of the 63 dams to determine whether or not the dams were capable of safely passing the PMF, and if not, to perform preliminary designs of mitigation efforts to allow the dams to safely pass the PMF. Doucet provided the following services: Assisted in developing the hydrologic models for the 63 dams as part of the preliminary design services Calculated times of concentration for contributing runoff and developed HEC HMS models. Delineated drainage boundaries for each of the 63 structures based on available information and site visits Performed “peer review” of the proposed FNI methodologies for preliminary risk assessment from a theoretical breach and the overall structure ranking Provided input to the methodologies including technical publications on calculating breach width and breach side slopes, flowchart diagram to depict various evaluation steps, and a “sensitivity analysis” for dam breach velocity related to attenuation length Prepared memorandums summarizing the results of the peer review Under final design services, assisted the project team with developing hydrologic and hydraulic models for Pond Dams 26, 220, 267, 337, 581, and 726

Floodplain Management: 34th Street Reconstruction

Austin, TX

34th Street Reconstruction from West Ave to Shoal Creek Bridge Drainage Analysis and Storm Drain Improvements Doucet provided preliminary and final designs of the storm drain improvements for the reconstruction of 34th Street from West Avenue to the Shoal Creek Bridge, a distance of approximately 2,170 ft. Our designs included the following: Design of approximately 1,950 LF of storm drain conduits (ranging from 18-inch RCP to 7’x4’ box culverts) A final design of the storm drain system improvements including coordination of horizontal and vertical alignments of the storm drain conduits with water and wastewater relocations, pavement reconstructions, and structural designs of the impact basin and retaining wall at Shoal Creek. Innovative combinations of storm drain conduit sizes, pipe classes, and alignments were used to minimize utility conflicts and relocations and to allow tunneling under Lamar Boulevard to install the 48” storm drain line without disrupting Lamar Boulevard traffic

The HEB Waco is a prime example of the team approach here at D&A. A complex and highly involved project, HEB, Doucet, and team members were very thoughtful in the development of this site by focusing efforts on creating a positive, revitalizing community impact. With the help from Doucet’s Planning and Entitlements Group, the team coordinated with the City of Waco, local city council representatives, and surrounding neighborhoods to bring a new Class-A shopping center to the city as well as worked diligently to protect the buffering neighborhoods and environment. The project includes an HEB Plus, a retail shopping center, two pad sites, HEB Fuel Station, and an HEB Car Wash stretched across 21 acres.

Round Rock, TX

This is a 328-acre Master-Planned development, including retail, multi-family, restaurants, office, and hotel. The public and private infrastructure were constructed simultaneously. As such, the site and street and drainage designs were closely coordinated with all facilities designed for the full development of the subdivision. This project was designed in accordance with the approved Planned Unit Development (PUD) by the City of Round Rock and was coordinated closely with TxDOT and TNRCC. Doucet was responsible for planning, land use entitlements and design and construction oversight of all phases of the project.

Lakeline Square Condos

Lakeline Square Condominiums is a single-phased townhome development at 13420 Lyndhurst Street in northwest Austin. Construction includes 68 dwelling units, asphalt drive aisles, utilities, associated parking, and a water quality and detention facility. Doucet developed construction plans for the site development and for the waterline improvements along Lyndhurst Street. Construction of Lakeline Square Condominiums and Lyndhurst Street Waterline construction began in June of 2007. Services performed: feasibility study, conceptual land plan, title, and topographic survey, easements, construction documents for site development and for off-site waterline improvements, permitting, TPDES, WPAP, construction and landscape observation, and marketing exhibits.

Mueller - Berkman

The Mueller - Berkman project is located within the Mueller Airport redevelopment district, at the northwest corner of the intersection of Tom Miller St. and Berkman Dr., in the Full Purpose Jurisdiction of Austin, Texas. Red Oak Village is located at the southeast corner of IH 35 and McKinley Place Drive in San Marcos. The City approved a five-year tax break for any improvements made on the 40-acre site. A variety of retailers are a part of the shopping center: Sam's Wholesale Club, Bed Bath & Beyond, Best Buy, Marshalls, Petsmart, and Ross Dress for Less. Doucet designed the infrastructure plans for the entire development, plus the roadway, water/wastewater & storm extensions on McKinley and Leigh. Doucet also completed the roadway plans for Cottonwood Drive, and the complete design for the entire site. Services performed: project administration, coordination with developer, conceptual site plan, road improvements and extension, platting, easements, detention pond design, construction documents, permitting, TPDES, construction administration and observation, coordination with a variety of sub consultants, meetings with City and TxDOT.

Robert Mueller Municipal Airport Redevelopment

Stonebridge Office Buildings and Parking Garage

These nine-story office buildings containing 400,000 SF of office space in two buildings and parking garage sit on 2.86 acres that is part of a 16-acre mixed-use development that contains hotels, restaurants as well as these offices. The offices feature a contemporary design of glass and Texas Limestone, colored spandrels, and have energy efficient heating and cooling systems. Doucet was the civil engineer for the entire mixed-use development and was involved with zoning, platting and the civil design of the various uses. The design included grading, paving, drainage, water quality ponds, water and sewer. Doucet was involved with the project from conceptual planning through design, permitting, and construction. The project required coordination of joint use utility services and drainage facilities for the various users. The project is completely built out and is operating successfully.

Sundown Office Park

Located in West Lake Hills, Sundown Office Park is a two-story office building with a parking garage on 1.55 acres on the south side of Bee Caves Road at Sundown Parkway, approximately a mile East of Loop 360. The building contains 12,500 SF of office space. Doucet was the civil engineer for the project and was involved with zoning, platting and full civil design. The design included grading, paving, drainage, water quality and detention pond, water and sewer. Doucet was involved from conceptual planning through design and construction administration.

Sunridge Condominiums

Sunridge Condominiums is a 65-unit multi-family project in Southeast Austin. It is currently in the schematic design/design development phase. Doucet staff have worked with the developer on several iterations of the layout; the site has several challenges including an existing creek/drainage easement, hazardous pipeline easements, and significant topography. Our staff identified these issues early and prepared the schematic design accordingly, achieving the maximum possible density while working within the practical limits of permitting and construction. The developer is looking at multiple condominium product types for the project, including single-family detached, duplex, and townhomes. A cell tower has been incorporated, as well as a community center and pool area. The existing creek will be enhanced as an amenity, with rain gardens along the perimeter and a pedestrian walkway connecting the two parts of the community.

Washington Mutual Branch Building

Cedar Park, TX

Doucet provided planning and civil engineering services for the Washington Mutual Bank Brach/Financial Center at 300 East Whitestone Boulevard in Cedar Park, Texas. The 4,000 SF free-standing branch bank is part of a larger retail development with other pad sites. Doucet helped coordinate this project with the adjacent development. Doucet incorporated the site plan with the existing site and survey information and processed construction documents, including grading, drainage and utility plans, for permitting, bidding, and construction. Doucet also designed an erosion/sedimentation control plan and an Edward's Aquifer contributing zone plan to meet the City of Cedar Park and the Texas Commission for Environmental Control requirements.
